Uttar Pradesh Chief Minister Yogi Aditya Nath has mentioned that there is a need to increase the measures for safety and security in multiple story buildings through lifts and escalators. This is taken as a proactive measure towards preventing accidents and ensuring the safety of the citizens staying in such buildings.
Days later, nine employees of a software company sustained injuries when an elevator crashed in Noida. The Chief Minister Yogi reviewed the safety status of the elevator and said that the state still lacks a law that could regulate security in elevators. So the lift Act needs to be implemented in UP very soon.
During the meeting, Chief Minister Yogi Adityanath gave crucial instructions to draft a new law especially targeting the safety issues pertaining to lifts and escalators. The proposed legislation aims at establishing strict safety standards and guidelines that should be observed by elevator manufacturers in ensuring the reliability and security of these vital vertical transportation systems.
Each owner is supposed to register their lift or elevator with the relevant authorities before installment. Registration enables authorities to have records of all the working lifts. Notably, such registration by the authorities is also a guarantee that the installation will be according to the standards set for safety and comfort, especially to users.
Construction-Specific standards must be followed in constructing a lift or elevator so that it is durable and safe. Ensure that materials used in construction are approved for such purposes and strictly comply with assigned design guidelines. The Uttar Pradesh assembly passed the UP Lift and Escalator bill, on Saturday, 10 Feb 2024. This new law focuses on addressing the worries of people living in high-rise buildings in Noida and Greater Noida. Speaking on the lift and escalator bill, energy minister Arvind kumar sharma said that after an incident in Noida. MLA Dhirendra singh and pankaj singh had demanded that a law be made for lifts and escalators. Describing the Bill as the need of the hour, Sharma also said that states like Maharashtra, Gujrat, West Bengal and Haryana have their own law for installing lifts .But there was no such provision for it in Uttar Pradesh.
● Local development bodies and authorities will have the mandate of enforcing the law.
● The law shall ask the lift installation agencies to register with them.
● Lift installation agencies shall conduct regular Emergency drills.
● There is a mandatory requirement for elevators to undergo regular maintenance, and maintenance reports are to be submitted to the local development authority.
● The bill expects insurance coverage for lift-users in private buildings; however, the same provision does not exist for elevators in government buildings.
● The installation of automatic rescue devices and CCTV cameras is mandatory in lifts under this bill.
● An operational protocol in case of accidents and mishaps with responsibilities assigned has been included.
● Lifts and escalators should not be installed without the sanction of the Energy Department after the implementation of this bill.
● The bill provides for an action plan in case of accidents and incidents, indicating what should be done.
● Organizations involved in the design, commissioning, and servicing of lifts and escalators shall register with the Directorate of Electrical Safety, with renewals every five years.
● It has to deposit an annual testing fee of Rs 1,500. If there is any kind of non-compliance with regard to repairs and safety standards, the violator will have to face fines imposed on the owner or institution.
