In a recent high-level meeting, Uttar Pradesh Chief Minister Yogi Adityanath has emphasised the need to enhance the safety and security measures for lifts and escalators in multi-storey buildings. Days after, nine staff members of an IT firm were injured in an elevator accident in Noida. Chief Minister yogi reviewed the security status of elevator and said that at present there is no law in the state to regulate their security necessary the implementation of lift Act in UP very soon.

The Uttar Pradesh Assembly passed the UP Lift and Escalator Bill, On 10 Feb 2024 Saturday. This new law focuses on addressing the worries of people living in high-rise buildings in Noida and Greater Noida. Speaking on the lift and escalator Bill, energy minister Arvind kumar sharma said that after an incident in Noida. MLA Dhirendra singh and pankaj singh had demanded that a law be made for lifts and escalators. Describing the Bill as the need of the hour, Sharma also said that states like Maharashtra, Gujrat , West Bengal and Haryana have their own law for installing lifts .But there was no such provision for it in Uttar Pradesh.

Essential Provisions of the UP Lift and Escalator Bill


● Local development bodies and authorities will be responsible for enforcing the legislation.

● The law requires lift installation agencies to register.

● Lift installation agencies must regularly conduct emergency drills.

● It is mandated for elevators to undergo regular maintenance and for the maintenance reports to be submitted to the local development authority.

● The bill requires insurance coverage for lift users in private buildings, but there is no similar provision for elevators in government buildings.

● The bill mandates the installation of automatic rescue devices and CCTV cameras in lifts.

● It outlines an operational protocol for addressing accidents and mishaps, along with assigning responsibilities.

● Post-implementation, lifts and escalators cannot be installed without approval from the Energy Department.

● The bill specifies an operational protocol for handling accidents and incidents, as well as assigning responsibilities.

● Agencies involved in manufacturing, installation, and maintenance of lifts and escalators must register with the Directorate of Electrical Safety, with renewals required every five years.

● An annual testing fee of Rs 1,500 must be deposited. Failure to adhere to repairs and safety standards will lead to fines imposed on the responsible owner or institution.
